Members

The COAG Reform Council comprises a Chairman, Deputy Chairman, four Councillors and an Executive Councillor who is also the Head of the COAG Reform Council Secretariat. Current COAG Reform Council members are:

Mr McClintock has been with the private investment banking firm McClintock Associates since it was established in 1985, apart from the period July 2000 to March 2003 when he was Secretary to Cabinet and Head of the Cabinet Policy Unit in the Australian Government.  Mr McClintock is Chairman of the COAG Reform Council, Medibank Private Limited, Thales Australia and St Vincent’s Centre for Applied & Clinical Research.  He is also a Director of Macquarie Infrastructure Group and Perpetual Limited.

Mr McClintock’s former positions include Chairman of the Expert Panel of the Low Emissions Technology Demonstration Fund, Symbion Health, Affinity Health, Ashton Mining, Plutonic Resources and the Woolcock Institute of Medical Research.  He was also a Director of the Australian Strategic Policy Institute, a Commissioner of the Health Insurance Commission and a member of the Australia-Malaysia Institute Executive Committee.

Mr McClintock graduated in Arts and Law from the University of Sydney and is an honorary fellow of the Faculty of Medicine of that University, and a Life Governor of the Woolcock Institute of Medical Research.


Professor Geoff Gallop AC

After attending school in Geraldton, Professor Geoff Gallop studied at University of WA, Oxford and Murdoch Universities.

From 1986 to 2006 he was a Member of the Western Australian Legislative Assembly. Professor Gallop was a Minister in the Lawrence Labor Government from 1990 to 1993, the Leader of the Opposition from 1996 to 2001 and the Premier of Western Australia from 2001 to 2006.

After retiring from politics he was appointed Professor and Director of the Graduate School of Government, The University of Sydney, a position he still holds.

Dr Doug McTaggart

Dr McTaggart is the Chief Executive of QIC, a leading institutional investment manager with over $70 billion in funds under management for a broad range of private and public sector clients.

Dr McTaggart has held various positions as an academic economist, finishing as Professor of Economics and Associate Dean at Bond University.  Prior to joining QIC he was the Under Treasurer and Under Secretary of the Queensland Department of Treasury.  He is currently a Councillor on the National Competition Council, a member of the COAG Reform Council, and a Director of CEDA.

He is a past President of the Economic Society, Australia, has been a member of the Australian Accounting Standards Board, a Council Member of the Queensland University of Technology and was a Director (and past Chair) of the Investment & Financial Services Association.  He has been published extensively in academic journals, is the author of several economics textbooks, and holds both an Honours Degree in Economics from the Australian National University and a Masters Degree and PhD from the University of Chicago.


Mr John Langoulant

Mr John Langoulant is the Chief Executive Officer of Oakajee Port and Rail. He was the Chief Executive of Australian Capital Equity between 2008 and 2010. He has held the positions of Chief Executive of the Chamber of Commerce and Industry of Western Australia, and Chief Executive of the Western Australian Government Treasury department.

Mr Langoulant is a graduate of the University of Western Australia.

In addition to enjoying his roles across these organisations, Mr Langoulant has a range of other interests through a number of bodies. These include being a Senator at the University of Western Australia, Chairman of the Board of the Telethon Institute for Child Health Research, National Hire Pty Ltd, the Western Australian Ballet, Leadership WA, and a member of the Committee for Perth.


Mr Peter Corish AM

With his family, Mr Corish owns and operates a farming business with properties in New South Wales and Queensland.  The Corish family has won several awards for excellence and environmental sustainability in cotton production.  Mr Corish is the Executive Chairman of a publicly listed company, PrimeAg Australia Ltd, which owns and operates irrigated and dryland farming properties in Northern NSW and Queensland.

Mr Corish chaired the Agriculture and Food Policy Reference Group.  He is a member of the COAG Reform Council and is Chairman of the Australia–Japan Foundation.  He was awarded a Centenary Medal in 2001 for services to the expansion of Australia’s trade and interests in the trading system.

Mr Corish has held the positions of President of the National Farmers’ Federation and Chairman of Cotton Australia Limited and the Australian Cotton Industry Council, and has served on the NFF Executive Committee.  He has chaired the Sheep and Wool Industry Taskforce, been a member of the International Federation of Agricultural Producers’ executive, and is a former member of the Trade Policy Advisory Council and the Business Roundtable on Sustainable Development.


Ms Patricia Faulkner AO

Ms Faulkner is the Global Leader of KPMG’s Healthcare line of business. She is also KPMG’s National Partner-in-Charge of Health and Social Policy and State Governments.

From August 2000 until March 2007 Ms Faulkner was the Secretary of the Victorian Department of Human Services.  In this position she was the CEO of one of the largest state government departments, with a portfolio including health, public housing, disability services, child protection and juvenile justice.

Her main interests lie in structure of Government,  policy development and analysis, regulation and public sector governance.  She currently Chairs the Prime Minister’s Social Inclusion Board. She is also Chair of the Peter Mac Cancer Centre and a Board member of the Melbourne International Arts Festival and Jesuit Social Services.

Ms Faulkner holds a Bachelor of Arts Degree from Melbourne University majoring in Economics and Psychology and a Diploma of Education and Master of Administration also from Melbourne University.  She is a Fellow of the Institute of Public Administration Australia and Victoria and a Fellow of the College of Health Service Executives.

Ms Mary Ann O’Loughlin

Ms Mary Ann O’Loughlin is Executive Councillor and Head of the Secretariat of the COAG Reform Council. She is also currently a member of the National Health and Hospital Reform Commission established by the Prime Minister and Minister for Health and Ageing.

Between 2000 and 2008, Ms O’Loughlin was a Director of the Allen Consulting Group, a leading economics and public policy consulting firm. Before joining Allen Consulting, she was Senior Adviser (Social Policy) to the then Prime Minister, the Hon Paul Keating, and held a number of senior positions in the Commonwealth Public Service, including Deputy Secretary of the Department of Employment, Education, Training and Youth Affairs, and First Assistant Secretary, Social Policy, Department of Prime Minister and Cabinet. Ms O’Loughlin has also worked as a senior executive for a major publicly listed health care company.
